recently, the planning and Statistics Department of the State Administration of Taxation and China tax magazine jointly launched the 2002 China tax rankings, which are China's top 100 tax payers, China's top 100 tax payers for foreign and Hong Kong, Macao and Taiwan invested enterprises, China's top 100 tax payers for listed companies China's top 50 private enterprise tax payers and China's top 10 tax payers in 72 industries

among the top 50 tax paying private enterprises, Yuanda air conditioning ranked first, paying 127million yuan; Haixin steel paid taxes of 115million yuan, ranking second. Only these two enterprises pay taxes of more than 100million yuan. A large number of well-known wealthy people and their enterprises did not enter the list of top 50 taxpayers. In 2002, Forbes announced that only 4 of the 100 richest people in mainland China were among the top 50 taxpayers, that is, Mr. Zhang Yue's Yuanda company ranked first in private enterprise taxation; Mr. Li Haicang's (late) Haixin steel company ranked second in private enterprise tax payment; Mr. Han Zhaoshan's Panpan group ranked seventh in tax payment; Mr. mienhua's Hualing group ranks 34th in tax payment. Compared with the 400 rich people in mainland China published by new fortune magazine, 12 rich people and their enterprises have entered the top 50 private enterprises to pay taxes. The huge wealth of the rich is out of proportion to the amount of tax payment, which is one of the issues that need attention in this private enterprise tax ranking

According to statistics, in the first half of 2003, the national average tax burden rate was 6.58%, the tax burden rate of state-owned central enterprises (the ratio of actual tax receipts to main business income) was 8.06%, the tax burden rate of state-owned local enterprises was 6.09%, and that of private enterprises was 5.67%. According to the survey of the tax burden of individual industrial and commercial households in a market, the tax burden of individual wholesale merchants in this market mostly reached 8% of the gross sales revenue. The agricultural tax rate borne by farmers is 15.5%, and the highest tax rate after the rural tax reform is 7%. In the survey of farmers' tax burden in a certain place, it is found that the average annual deficit of 50 respondents is 912.02 yuan per household. Even so, the agricultural tax of 61.35 yuan per mu per year still needs to be paid. Relatively speaking, the tax burden of private enterprises is relatively light

the myth of rich people paying taxes

after more than 20 years of development and expansion, China's private economy has changed from being regarded as the "tail of capitalism" that must be cut off to "an important part of the socialist market economy". This earth shaking change has formed a new social class, which is often called the rich class. They have become the beneficiaries of the national reform and opening up through hard work, and have made great contributions to increasing social employment and promoting social development

however, some of these people who got rich first are often questioned by all sectors of society. One of the important reasons is that some of these rich people and their enterprises fail to meet social expectations in terms of social obligations. This expectation includes not only the requirements for the honest operation and genuine goods of the enterprise, but also the requirements for the enterprise to abide by the law and pay taxes according to law

from the perspective of tax payment, the tax burden of enterprises owned by some rich people is relatively light on the whole; The rich themselves, whose consumption level is much higher than that of the general working class, rarely pay or pay little personal income tax. This phenomenon not only reflects the gap between the moral standard of some rich people and the social requirements, but also exposes some defects in the social and economic system of the company's step-by-step progress and step-by-step expansion. A gentleman loves money and takes it wisely. But "Tao" can be divided into broad roads, narrow roads and crooked ways. Unfortunately, it is reasonable for some rich people to lose the recognition and respect of the society as a whole because of their lust for profit, ignoring social ethics, ignoring laws and disciplines, tax evasion, making and selling fake goods, and fraudulent business operations

it takes a long time to make up for the systematic institutional defects of the society. But an enterprise can be honest and trustworthy at any time

comparing the top 50 tax paying private enterprises in China in 2002 with the 100 rich people in the mainland in 2002 published by Forbes, we find that only four of the 100 rich people and their enterprises have entered the top 50 tax paying enterprises; Turning to the 400 rich people in China in 2002 listed in new wealth, we find that only 12 rich people and their enterprises have entered the top 50 private enterprises in China to pay taxes

the total wealth of the 400 rich people published by new wealth is 303.1 billion yuan, which is equivalent to three times the GDP of Guizhou Province in 2001. Each of the 400 rich people has a wealth of 760million yuan. The total wealth of the top 100 billionaires is 168 billion yuan, accounting for 55.4% of the total wealth of the 400 billionaires, with a per capita wealth of 1.68 billion yuan

I don't know. I'm scared. There is a serious imbalance between the social wealth obtained and the tax obligations undertaken by these "rich provinces". This is somewhat disappointing: do Chinese private enterprises and their bosses really only know to enjoy the fruits of reform and opening up and forget to fulfill their tax obligations

nevertheless, we still have to admit that the contemporary rich, as a unique social group, have survived under policy barriers for a long time, developed in many doubts, and expanded in social criticism. They have brought historic and profound changes to socialist China, and their demonstration effect in stimulating economic vitality and creativity is worthy of affirmation. A correct understanding of the social functions and historical status of these rich people will help to eliminate the hatred of the rich that pervades the whole society, and make this society more rational, more inclusive, and more long-term vision, rather than limiting the views of the moment, planning the losses of the moment, and obliterating them all

however, in any case, paying taxes according to law is the basic obligation of enterprises to the society, which is not only moral, but also legal, no matter who it is

in the process of the development of human society, the creation, distribution and possession of wealth have experienced countless bloody storms. The final result is only one, that is to establish a system to protect the freedom of wealth creation and ensure the openness, justice and fairness of wealth distribution

in the development history of private enterprises for more than 20 years, among the rising private enterprises, there have been a large number of large-scale private enterprises that once had boundless scenery collapsed. The reason is not that the tax burden of these enterprises is too heavy, but personal factors such as the blind arrogance, extreme self inflation, decision-making gamblers and even the willful behavior of trampling the law of the rich who own these enterprises. The quality of the rich has not risen with their wealth, and is far from meeting the requirements of social development and the times

today, when we expect the rich to pay taxes in good faith according to law, what the public opinion makes is only moral condemnation. In the face of the innate profit seeking nature of capital, it is obviously futile and ineffective to only condemn it. Moreover, in fact, we do not have sufficient evidence to prove that these rich people are suspect for tax evasion, and we cannot assume that these rich people are guilty of ensuring a stable and reliable energy supply. Therefore, we cannot be lost in the crusade of public opinion for a long time. It is important to establish a system to ensure the fair and reasonable distribution of social wealth as soon as possible

will it hurt to be on the tax ranking list

among the 400 rich and the enterprises they own, only 12 entered the top 50 Chinese private enterprises in 2002, which shows at least two situations: first, there are defects in our collection and management mechanism, and second, a number of enterprises
